Born on 20 May 1882 at Birr, County Offaly, Ireland. The son of Captain Francis Dugmore and the Honourable Evelyn Mary Brougham of Brockhurst, Grange, St Peter Port. Married Lilla Brokaw (b1874) widow of H Bramall Gilbert, a New York socialite on 19 Jan 1914 at her Manhattan apartment.

Commissioned as second lieutenant in Army Service Corps on 16 August 1902 and was stationed in South Africa. He fought in the Second Boer War. He won the Army high jump for officers 8 times and the long jump seven times and was Midland Counties champion in both events in 1907. Competed in 1908 Summer Olympics in the triple jump (11th).

At beginning of WWI was a Captain on Reserve of Officers and joined Cheshire Regiment as Major. Mentioned in dispatches 1 Jan 1916.

Living at 4 Burwood Place, Paddington, London in 1939, retired major. Recommended for the Legion of Honour (Chevalier Class) by the Commander-in-Chief of the 1st Army. Involved in propaganda and recruitment duites in USA. . Divorced 1923. Neither spouse remarried. He died on 22 Jan 1966 at Pharos House, St Sampson's, Guernsey.
