Born on 21st Jan 1875 at Mount House, Dorchester. The son of Captain Francis Sandys Dugmore and the Hon Evelyn Mary Brougham of Brockhurst, Grange, St Peter Port, Guernsey. He married Hilda Eagles, the daughter of Lieut John Eagles RN and Mrs Eagles on 10th July 1914 in London.

He joined the Royal Navy on 15th May 1891 as a midshipman and was appointed Lieutenant 22nd June 1897. He commanded HMS Kinsa, HMS Aboukir, HMS Eclipse, HMS Argonaut, HMS Ebro, HMS Galatea and finally the aircraft carrier HMS Eagle on 12th March 1920 which was commissioned on 6th April 1920. He was also at the Royal Naval College in Greenwich from 1st June 1912 to 1st August 1914. HMS Prosperine was part of the 7th Channel Cruiser Squadron serving in the Mediterranean, East Indies and Egypt. He was mentioned in despatches on 31st March 1916 and 19th June 1916 then promoted to Captain 31st December 1916. Invalided back to England on 31st October 1917 on the hospital ship Neverra suffering from a tropical debility. His recovery at Haslar was protracted and on 24th October was declared fit for shore service only. However by August 191 he was fit enough to command HMS Galatea and then his final appointment HMS Eagle.

He retired on 20th Feb 1923 at his own request. In WWII, he served on the Recruiting Board of the University and Colleges of Hull.

Living at Ashkirk, Alverstoke, Hampshire, Eric Dugmore died on 7th Oct 1954.
